Are you obliged to use low-beam lights in this situation?

Yes. The recording shows dusk falling and another vehicle approaching from the opposite direction. Under Art. 51 para. 1 of the Road Traffic Act, dipped headlights are the standard lights for driving. Main beams may be used only from dusk to dawn on unlit roads, and under para. 3 pt. 1 you must switch them to dipped headlights when a vehicle approaches from the opposite direction. So in this situation you must drive with dipped headlights.
