Are you permitted to perform an overtaking manoeuvre in this situation?

At the junction shown, you must not overtake a motor vehicle travelling on the carriageway. This follows from Article 24(7)(3). Exceptions include roundabouts and junctions with controlled traffic; exercising special caution alone does not remove the prohibition here.
