Is the driver of the vehicle in the right lane obliged to allow you change lanes after driving past this sign?

This is one of the trickiest questions in the database. The photo shows a traffic jam, so the instinct is to think of zipper merging and answer "Yes". The catch lies elsewhere. Sign D-14 warns that the LEFT lane — the one you are driving in — ends in 200 metres. The arrowhead on the sign marks the right lane, the one that continues. Under the zipper merge rules in Art. 22 para. 4a, the driver in the continuing lane must let one vehicle in from the ending lane, but only directly before the point where the lane ends. The question asks about the moment just after you pass the sign, still 200 metres short of that point. No such obligation exists yet. Ordinary lane change rules apply instead: if you move over here, you give way to traffic in the right lane. That is why the answer is "No".
